It's not a failure of the craft, it's a physical reality of how salt moves through dense muscle tissue.

Because biltong is classified as a ready-to-eat product under food safety regulations, there's no second cooking step on your end. You eat it as-is, which means the entire burden of pathogen control sits with the producer and the cold chain. Listeria is particularly unforgiving here because it can grow at refrigeration temperatures below 4 degrees Celsius. If temperature control breaks down anywhere between the production facility and your hands, surviving bacteria have a window to multiply.

For most healthy adults, a well-made product from a reputable producer carries low practical risk. The concern becomes more serious for pregnant women, young children, elderly individuals, and anyone who is immunocompromised. Listeriosis can be asymptomatic or mild in a healthy person and life-threatening in someone in those groups.
